Does the Rosh HaYeshivah hold that a person occasionally glancing at an unmarried couple through a zoom video call could be considered a shomer/et for purposes of yichud? If so, does internet quality matter?

Assuming that the couple is in view, definitely. See Iggrot Moshe EH 4:65.2 – who speaks about being aware that something is going on, even if not directly seeing,

בחלון הפתוח לרה”ר או לחצר שנמצאים שם הרבה אינשי, אם הוא למעלה ממקום שיכולין לאינשי שמחוץ לראות דרך שם אסור ואף אם אפשר לטפס וליכנס אסור דאין דרכן של אינשי ליכנס באופן כזה ולא מירתתי, ואם הוא חלון למטה שיכולין לראות אינשי שמבחוץ אז אם דרך החלון יכולין לראות גם בחדרים האחרים קצת יש להתיר, ואף אם אין יכולין לראות אבל יכולין להרגיש מה שנעשה שם יש להתיר, ואם איכא חדר אחד שלא אפשר להרגיש אלו שמבחוץ אסור.

And it seems obvious to me that even if it is a question if Zoom counts as seeing for, say, keriat megillah, here it is purely a practical question, and it is obvious that this suffices to address yichud concerns.

If the couple steps away from, or turns off, the camera, then they are in a place with yichud. I don’t think that internet quality matters so much, unless it is highly unreliable. It is enough that it might be working at any given time.
