Can one have a Purim Seudah late in the day, and have it enter into the Shabbat meal? What special considerations are there if we want to do this in the shul as a community Purim/Shabbat dinner?

Question
In previous years, a number of families in my shul have asked me about making Shavuot early so that they can have the seudah at a reasonable time, and so that the small children to participate in the se’udat Yom Tov. The general practice is to not accept Shavuot until Tzeit, and I have told them they cannot do so, but it did create some serious difficulties for them.
This year, this is also relevant to us as a community – at least from the hakhanah perspective. We
Shalom Rabbi Linzer, if one is making kiddush on Shabbat morning in shul after Shacharit for the kehilah but there will be no kiddush food afterwards, should kiddush still be made? If so, does the one making kiddush need to eat mezonot or can they just drink, make a berakhah acharonah and then go home and make/hear kiddush again over a proper meal? Our shul hasn’t yet brought kiddush back and someone suggested that the rabbi make kiddush in the sanctuary for those who won’t hear it at home and as a morale booster as we still slowly return to regular
